Aqueduct Rock and Gradients…A Charcoal Solution?

I’m not a chemist but, could we could make a solution of charcoal we could spray on broken rock bottoms before flooding an aqueduct? Would that offer additional filtration or is it best to use light colored rocks? If a spay could be economical it would also help to refract the light from the water, theoretically loosing less to evaporation?
